The University Library and the Division of Information Technology are co-sponsors of this videoconference, produced by the Consortium of College and University Media Centers. This important conference discusses the controversial new Fair Use Guidelines for Educational Multimedia.
In September 1994, as part of the Clinton Administration's National Information Infrastructure initiative, the Working Group on Intellectual Property Rights in the Electronic Environment called upon copyright stakeholders to negotiate guidelines for the fair use of electronic materials in a variety of nonprofit educational contexts, resulting in the Conference on Fair Use (CONFU) and the publication of the draft Guidelines. They have been adopted in a non-legislative report by the U.S. House of Representatives Subcommittee on Courts and Intellectual Property. Although endorsed by many government agencies, multimedia consortiums, and publishers, the Guidelines are beginning to receive criticism in the scholarly and library communities. The American Library Association concludes that "it is premature to formalize guidelines for the fair use of copyrighted materials in a digital information environment."
